The ACI-ICAO Management of Airport Security course provides guidance to aviation security personnel at a managerial level on planning, coordinating and implementing airport security preventative measures and pro-active initiatives that are in accordance with national programmes and airport industry best practices.

Learning objectives

By the end of this course students will be able to:

  • Explain the purpose of International Civil Aviation Organization (ICAO) aviation security related legal instruments for States such as Annex 17 and the Aviation Security Manual (Doc 8973)
  • Apply the basic concepts of management to aviation security and explain the specialist’s role as aviation security manager
  • Analyze the core components of, and the roles within an effective security team
  • Evaluate options, benefits and disadvantages of outsourcing security activities
  • Review the development of aviation security programmes and Standard Operating Procedures (SOP)
  • Analyze an airport emergency plan and determine how to manage the security response action necessary in security emergencies involving aircraft, terminal buildings and airport facilities
  • Identify and assess their own airport security plan based on their national requirements that comply with ICAO and industry best practices with the use of practical case studies and simulation exercises
  • Implement a robust quality control programme and a process of continuous improvement
  • Set up and run an airport security committee
  • Develop a security policy, and understand the key components of creating a security culture within an organization

  • The regulatory framework for airport security
  • Development of aviation security programmes and Standard Operating Procedures (SOPs)
  • Management of response to acts of unlawful interference, reporting and tracking
  • Model framework of the components of an airport security programme
  • Best practices on the implementation of airport security programmes
  • Crisis communication and coordination with other airports, organizations and agencies
  • Measuring results and implemeting a quality management system
  • Security training programmes
  • Risk and vulnerability assessment
  • Intelligence gathering and relationships with agencies

This interactive course involves multiple simulation exercises on security planning and threat assessment in addition to managing simulated airport threats.

Pre-requisite for course registration

1. Must hold a supervisory or management security position in a civil aviation airport 
2. Must have a minimum of one to two years’ experience in the field of airport security 

All candidates must submit their Curriculum Vitae (i.e., short resume outlining supervisory and managerial experience including time-frame and responsibilities). This programme is intended for security supervisors and managers nominated by a senior executive of their organization.
