Job Purpose:

Under general administrative direction and reporting directly to the Vice President and Chief Financial Officer (CFO), the Assistant Vice President of Finance is the number two position in the Finance department. This position has primary responsibility for financial reporting and treasury functions of the Metropolitan Nashville Airport Authority (MNAA) and the MNAA Properties Corporation (MPC), working to ensure all financial reporting is accomplished in accordance with generally accepted accounting principles and specific directives, while exercising highly independent judgment.

Essential Job Functions:

This position will oversee financial reporting, ensuring that financial statements appropriately present the financial position of the organization, including all required disclosures. Other specific duties include directing preparation of the comprehensive annual financial report (CAFR), all monthly, quarterly or annual reporting or filing requirements, and all other accounting and treasury duties, including cash management. This position will direct all finance staff, with direct supervision of the Controller and Cash Manager, and will assist the CFO with development of the annual budget, performing analysis of quarterly budget reports, as well working with the Controller to develop and present training curriculum for in-service and external department training on finance, budget, and procurement related subject matters.

This position will also provide day-to-day oversight of the treasury and cash management systems; supervising the Cash Manager. This position will direct and coordinate investments of available funds; study financial markets to determine trends and relationships; model and forecast cash flow requirements by analyzing all funds, inflows and disbursements, arrange to transfer funds as appropriate; develop monthly rolling twelve month cash plan; reconcile general ledger transactions for cash and investments.

This position must also be knowledgeable in the regulatory framework and professional standards that may impact the organization. Specifically, this position must have a strong working knowledge of generally accepted accounting principles (GAAP), financial accounting standards board (FASB) and government accounting standards board (GASB) standards and pronouncements, as well as other applicable federal and state regulatory requirements, including FAA, IRS, SEC and State of Tennessee reporting requirements. This knowledge is essential to help ensure the organization remains in compliance with its regulatory framework, applicable laws, MNAA board policy directives (specifically to include MNAA investment policies), including that all required documentation is produced and maintained for transactions.

Additionally, this position will recommend changes to policy, procedures, processes or internal controls as may be in the best interests of the organization, including assisting with the analysis and recommendations for financing structures, which may include bonds, loans, capital leases or other financing alternatives. It is necessary to understand how each particular financing structure may impact the organization and the pros and cons of each alternative. This position may be required to coordinate with MNAA contracted professionals (i.e., bond counsel, financial advisors, etc.) who may provide legal, finance, investment or other professional service or advice to the organization.

Education and Knowledge:

This position requires a degree from an accredited college, preferably with a degree completed in Accounting or Finance, requiring four (4) or more years of study. The candidate should have a strong knowledge of the principles, practices, rules, regulations and laws as relate to accounting, budgeting, auditing, purchasing, investments, collections and real property acquisition and disposal. A CPA license is required. Other finance and airport related certifications are highly desired. A graduate degree in Business, Accounting, Public Administration, Law or Finance is also desired.

This position is required to maintain a SIDA (Security Identification Display Area) clearance.

Work Experience:

A minimum of six (6) years experience in financial reporting is required, with airport or other governmental accounting experience preferred. The candidate should be willing to seek additional airport specific training and certifications, including AAAE or ACI-NA airport professional programs.

Mental Skills:

The candidate must have the ability to establish and maintain effective internal and external working relationships. Must have exceptional critical thinking skills, be proficient in the English language, business and airport terminology, grammar composition, office practices and procedures, with ability to produce all necessary documents. Must have the ability to develop and manage advanced Excel spreadsheet operations, with a working knowledge of Microsoft Outlook, Word and PowerPoint and other common business software. Strong preference for knowledge and experience in various financial enterprise resource planning (ERP), accounting, payroll, treasury, document management software, especially with Microsoft Dynamics AX, SunGard XE, Ultipro, Sharepoint and OnBase.

Manual Skills:

Must have exemplary keyboard and 10 key calculator skills. Ability to use most office equipment, including copiers, scanners, and fax machines.

Physical Effort:

Work is sedentary; however there may be some walking, standing, bending, carrying light items, etc.

Working Conditions:

Works primarily in an office setting under generally favorable working conditions.

Ability to establish and maintain effective internal and external working relationships.

Supervisory Skills:

Must have the ability to lead and motivate a staff to accomplish organizational goals. Must also be able to evaluate employee performance and resolve conflict.
